In a historic achievement, Goa was declared fully literate on May 30, 2025, coinciding with its 39th Statehood Day. The announcement was made by Chief Minister Dr. Pramod Sawant under the ULLAS (Understanding Lifelong Learning for All in Society) – Nav Bharat Saaksharta Karyakram, a flagship literacy programme of the Ministry of Education.Goa became the second Indian state after Mizoram to achieve full functional literacy, surpassing the national benchmark of 95% literacy rate. This milestone was made possible through a whole-of-government approach, active participation of Panchayats, Social Welfare and Education departments, and the dedicated efforts of Swayampurna Mitras who guided learners.

The ULLAS scheme (2022–2027) focuses on adult literacy, numeracy, life skills, and vocational training, ensuring that citizens aged 15 and above who missed formal education are not left behind.With Mizoram (98.2% literacy) leading earlier and now Goa following suit, the ULLAS programme is steadily moving India closer to the goal of a fully literate society.
