Justice Ranjana Prakash Desai stands as one of the most distinguished figures in the contemporary Indian judiciary. Born on October 30, 1949, Justice Desai's journey from a practicing lawyer to a judge of the highest court in the land, and subsequently to lead crucial reform commissions, exemplifies a lifetime dedicated to public service.

After graduating in law, Justice Desai began her legal practice in 1973. She served as a Government Pleader for the state of Maharashtra at the appellate side of the Bombay High Court from 1983 to 1995. Her dedication culminated in her appointment as a Judge of the Bombay High Court on April 15, 1996. This exercise was crucial for ensuring fair and equitable representation, especially after the abrogation of Article 370. Under Justice Desai's leadership, the commission meticulously carried out extensive public consultations, considering the unique geographical and demographic characteristics of the region. The concept of a Uniform Civil Code, enshrined in Article 44 of the Indian Constitution, aims to provide a common set of personal laws for all citizens, irrespective of religion, covering aspects like marriage, divorce, inheritance, and adoption. Under her guidance, the committee engaged in extensive stakeholder consultations, gathering diverse perspectives from religious groups, legal experts, and the general public across Uttarakhand. The comprehensive report, submitted in February 2024, recommended significant changes to personal laws, positioning Uttarakhand to potentially become the first Indian state to implement a UCC.
